The draft law is aimed at strengthening guarantees for the protection of the rights and legitimate interests of citizens, improving the practical activities of police officers to prevent, suppress and solve crimes and other offenses.
The Russian government has submitted amendments to the Federal law “on police”to The state Duma. The draft law, as emphasized in the explanatory note, was developed to clarify the powers of the police, as well as to strengthen guarantees for the protection of the rights and legitimate interests of citizens.
“The draft law is aimed at strengthening guarantees for the protection of the rights and legitimate interests of citizens, improving the practical activities of police officers to prevent, suppress and solve crimes and other offenses, clarifying and detailing their duties and rights, excluding from industry legislation norms that are of an indefinite nature,” the document says.
Thus, in particular, the draft law prescribes a norm according to which “police officers have the right to inspect the scene of an accident, localities, premises, vehicles, items, documents and other objects in connection with the verification of duly registered statements and reports of incidents”.
It is also proposed to Supplement the legislation with a norm providing for the possibility of police officers entering residential and other premises, land plots and territories to detain persons caught in the act of committing an act that contains signs of a crime.
“In addition, the police, in order to save citizens whose life and health are in danger (for example, a person who is in a vehicle, needs first aid or medical assistance, or an infant is left unattended in the car, etc.), are entitled to perform an autopsy of the vehicle. The police also get the right to open a vehicle if a person who has committed a crime is blocked in it,” the draft law emphasizes.
“To prevent theft of other people’s property, it is proposed to give the police the authority to search citizens, including if there are grounds to believe that they are hiding items of theft,” the authors of the initiative note.

“When suppressing terrorist attacks and in a number of other critical situations, when the account is for minutes and seconds, such police powers will help save the lives of dozens, and maybe hundreds of people, as well as strengthen the protection of law enforcement officers, to fix in clearer and more understandable wording for citizens the order of their actions,” explained Vasily Piskarev.
He also stressed that “when discussing amendments, the priority for the Committee is to ensure the safety of citizens, society and the state. The bill will be considered in accordance with the procedure established by the regulations.”
